Penalty decision dictates how the game panned out in that first half, harsh penalty and when does Lukaku deem to be offside it is when the ball is played so the handball is taken out of the equation. The ref trying to even things up, not a Wales penalty for me after VAR but will it be hard to get Wales back in the game. If we can get Thomas and Johnson in the game more in an attacking sense maybe.
