Scrap the CC and Keep the ULEZ, why have both? Isnt it basically for the same thing? Less traffic, pollution, safer on the roads in public places..? This. It needs to be cheaper, cleaner, more reliable. It needs to be able to cope with the amount of people who want to use it. And....and....it needs to feel friendlier and safer for users.
