The number of votes for 'left' parties at the last GE was around 13 million on a turnout of 60%. That would translate into about 21 million across the whole electorate.

To me by and large means a substantial majority. So say 15 million people don't contribute and 'take, as they've always done'.

There are 11 million people economically inactive in the UK in the 16-64 age group. That includes 1.6 million registered unemployed (which implies looking for work), 2.5 million students, 1.2 million retired, 1.7 million carers, 2.8 million sick and another bunch under the umbrella of 'other' in the data.
By contributing I imagine you mean working and paying tax. Should all those students, retired, carers and sick people be working ?
