The victims panel is only part of the process, what seems to have happened here is that those in power have not listened to the victims, which is one of the factors that allowed this scandal to grow unhindered.
There are a whole load of police officers, social workers, council leaders and politicians who have ignored the victims in the past, it's no wonder the inquiry is struggling because the groups of people who allowed this to happen are still having an influence on the direction of the inquiry.

I cannot quite understand that care homes and police teams did not have the moral fibre to report these crimes at this time. This is not an ethnic issue solely. With 85 local authorities at least in scope, a few hundred convictions from those ' in power ' would not be unreasonable. The inquiry can't convict people but the inquiry needs to ' fight the system' because when it starts asking questions people will avoid it to save their bacon | |

It's a national enquiry where it's a pretty safe bet that most people can guess what the findings would be. It's a national enquiry that the Government are desperate to water down or not have at all for precisely the same reason.
Hundreds, maybe even thousands of compromised local councillors, social workers & Police. Almost a certainty that the overwhelming majority of them would have Labour sympathies.
