Sounds to me like Martí plans to run his eye over him through the summer and then it’ll be down to the management team and board (and the player to a degree as it would seem a win-win for Charlie) to work out the best value option for the club. I’m sure Martí will want to see how, as a 23 year old, he measures up to Kolli and Lloyd (let alone Celar and Frey). I think Cifuentes has already had plenty of time to assess Kelman and wasn’t impressed hence the very limited playing time and season long loan. "deemed by many at the club that he is the best finisher" I've only ever seen this attributed to a one-time and probably off the cuff remark by Warburton.
